Nearly every call comes down to one of five faults. Find the one that sounds like yours and you will know roughly what you are dealing with before anybody opens a panel.
The indoor blower is doing its job and the outdoor unit is not. A charge that has leaked away is the usual answer, and it leaked from somewhere, so topping it up without finding the leak buys you one season.
The cheapest part on the whole system and the most common single failure in a Valley summer. Left running like that the compressor overheats, and that is the expensive one.
On a 105 degree day a long run time is normal. Never catching up at all is not, and the cause is usually air being lost rather than the unit being broken.
Air takes the easy path. If a flexible run has come off its collar in the attic, you are paying to cool the attic.
Normal for a few minutes in the first cold week of the year. If it keeps going, or it smells sharp rather than dusty, shut it off and have the heat exchanger inspected.

Equipment
Which one you have changes the diagnosis, the parts and the price. Here is what each of them is and where it usually sits.
A split system: condenser outside, coil and blower inside. The standard on nearly every Modesto tract home.
Burners, ignitor and heat exchanger in one cabinet, usually in the garage or a hall closet here rather than a basement.
One outdoor unit that both heats and cools. Well suited to Valley winters, which rarely stay below freezing for long.

How a job runs
Heating and cooling is one of the few trades where the diagnosis changes the price by thousands. Getting that right first is most of the job.

The more detail here, the better the first answer. What it sounds like, when it started, and whether the outdoor unit is running at all.
Questions
Start with the outdoor unit. If the fan is not turning while the indoor blower runs, it is most often a failed run capacitor, which is a small part and a quick fix. If the fan is turning and the air is still warm, the system has usually lost refrigerant charge. Refrigerant is not consumed the way fuel is, so a low charge means there is a leak, and the leak is the actual repair.
Capacitors, contactors, motors and thermostats are wear parts, and replacing them is normally the cheaper call at any age. Replacement starts to make sense when the compressor has failed, when the system still runs R22, or when a repair costs a meaningful share of a new system on equipment that is already well into its second decade. Ask for both numbers before deciding.
Once a year, before summer rather than during it. Valley dust and cottonwood pack a condenser coil faster than in most climates, and a coil that cannot shed heat makes the compressor work harder for less cooling. A filter that is the wrong size or long overdue does the same thing from the indoor side.
